The 32.5% concentration is chosen partly because it is the eutectic point — the concentration that freezes lowest. Manufacturers design for it: the tank has a heater element, the delivery lines are heated, and the strategy allows a warm-up period before dosing begins. Freezing does not degrade the fluid and thawing does not require anything special.
